These releases contain numerous bugs, some of which can be qualified "blocking". If you are considering installing a fresh LXR service, always prefer the latest release. You will experience a dramatic performance boost and installation is a lot easier.
Bug reports will not be accepted.
For performance reasons, LXR stores the references in a database. Presently, LXR cooperates with Postgresql, MySQL or Oracle, at your choice.
Database creation can only be done by a DB-user who has the privilege to create databases. Contact your site administrator if you can't or don't know how to proceed.
Create a user for LXR and give him the permission to create databases:
